Instructions
- Prepare the cabbage leaves by blanching them in boiling water for 2-3 minutes.
- Make the filling by mixing ground beef, cooked rice, onion, garlic, salt, and pepper in a bowl.
- Assemble the rolls by placing filling in cabbage leaves and rolling them tightly.
- Cook the rolls by simmering in tomato sauce on the stove or baking in the oven at 350°F (175°C) for 45 minutes.
