Instructions

  2. In a bowl, mix flour, sugar, cocoa, baking powder, baking soda, and salt.
  3. Add eggs, milk, oil, and vanilla; mix until smooth.
  4. Pour batter into cupcake liners.
  5. Bake for 20-25 minutes; let cool.
  6. In another bowl, beat cream cheese and powdered sugar until smooth.
  7. Fold in whipped cream.
  8. Frost cooled cupcakes with the cream mixture.
  9. Place chocolate chips on top for eyes.
